Act 167 Stormwater Plan

The Pennsylvania Stormwater Management Act of 1978 (PA Act 167) requires counties to prepare stormwater management plans for all watersheds within the county. To reduce the time and cost involved in developing these plans, Chester County chose to develop a county-wide Act 167 Stormwater Management Plan. This plan is intended to provide consistent technical standards and criteria for the management of stormwater runoff.

Municipalities must implement the Act 167 Plan through the adoption of a stormwater ordinance that was developed as part of the Act 167 Stormwater Management Plan. Chester County received DEP approval of the county-wide Act 167 Stormwater Management Plan in 2013. As required, South Coventry Township adopted a Stormwater Management Ordinance in 2014.

Stormwater Management Permits

As required by the Stormwater Management Ordinance projects that meet certain criteria must obtain a Stormwater Management Permit. You must obtain a Stormwater Management Permit if:

  1. You are installing/constructing more than 1,000 square feet of impervious surfaces (including but not limited to buildings, sheds, walkways, paved areas, compacted soils or stone surfaces, etc.)
  2. Your proposed project, as well as any previous projects completed after March 3, 2014, equals or exceeds 1,000 square feet of imperious surfaces. You must submit a Stormwater Management Application for the total impervious surfaces of all projects completed after March 3, 2014.
  3. Your have previously met the threshold requiring stormwater management (#1 and #2 above). Any and all new projects require a Stormwater Management Permit.
  4. Your project will create more than 5,000 square feet of earth disturbance (this includes but is not limited to: clearing and grubbing; grading; excavating; building construction; and the moving, depositing, stockpiling, or storing of soil, rock, or earth materials)
